Contributed photo MANILA, Philippines — One of the country’s largest tollroad operators said new projects are being accelerated in 2021, citing the need to boost the economy during the COVID-19 pandemic. NLEx Corp., which is part of infrastructure giant Metro Pacific Investments Corp., said its projects such as the 8-kilometer NLEx Connector and the Candaba Viaduct upgrade are moving forward amid community quarantine guidelines imposed by the government. “With all these ongoing projects, we believe that we are helping our country bounce back quickly from the global health crisis. Chairman of the commission, Prof. Bolaji Owasanoye, gave the warning at a Policy Dialogue on Corruption and Cost of Governance in Nigeria, hosted by the ICPC in Abuja, on Tuesday. Owasanoye said that thousands of projects were repeated annually in the budget, without diligent scrutiny of need, implementation, or otherwise. He added that some projects were duplicated as annual zonal intervention projects, otherwise called constituency projects of the legislature, while also featuring as projects of the executive. “Funding is released for both insertions without any mechanism for monitoring and evaluation and reconciliation of the funding,” he said. Hai, the developer of a wind power project in the Central Highlands province of Dak Lak, said that since the end of last year, tax agencies have repeatedly rejected his company’s requests for value-added-tax refunds of nearly VND1.5 trillion ($65 million). The tax authorities have told him that the project needs a license indicating it is ready to begin production. As long as construction is ongoing, the company won't receive its refund. However, with a project price tag of over VND16 trillion, the refund is a big amount which would help cover construction costs, Hai said. "We have to borrow money to continue the project, while we could have covered costs with the refund." (CNN) French energy giant Total is suspending its operations on a multi-billion liquefied natural gas project in northern Mozambique because of ongoing violence in the area caused by an Islamist insurgency. Total announced Monday it was declaring force majeure —unforeseeable circumstances that prevent it from fulfilling a contract. "Considering the evolution of the security situation in the north of the Cabo Delgado province in Mozambique, Total confirms the withdrawal of all Mozambique LNG project personnel from the Afungi site. This situation leads Total, as operator of Mozambique LNG project, to declare force majeure," Total said in a press release.
